Latest Scotland Legislation Update
Scotland is leading the way: The Scottish parliament announced on 6/6/25 that they are discussing draft regulations requiring all privately rented homes to achieve EPC rating C by 2028, with interim milestones starting in 2026. As we know, when new legislation passes in Scotland, it typically comes to England and Wales 12 months later.
Key Timeline:
- April 2026: All new tenancies must meet EPC C
- April 2028: All existing tenancies must meet EPC C
- Cost Cap: £10,000 exemption threshold (lower than England's proposed £15,000)
