The Road map to EPC Grade C

As a Level 5 Retrofit Coordinator I have the authority to put together Trustmark approved medium term efficiency plans which are stored within the government data warehouse. These will enable you to obtain applicable Exemptions and manage the exemption process in an efficient manner.

Industry is currently unsure if this legislation will actually pass.

However!!!

It has recently been announced 6/6/25 that the Scottish parliament are discussing draft regulations, as part of Scotland's broader commitment to achieving net-zero greenhouse gas emissions by 2045.

Under the proposed rules, all privately rented homes would need to achieve a minimum Energy Performance Certificate (EPC) rating of C by 2028, with interim milestones starting in 2026.

The regulations would apply at the point of new tenancy from 2026 and then to all tenancies by 2028.

This public consultation will be running until August 29, 2025.

And as we know whenever new legislation is passed in Scotland it will come to England and Wales 12 months later.

What Landlords Need to Know

  • From April 2026: All new tenancies must meet EPC C.
  • From April 2028: All existing tenancies must meet EPC C.
  • Exemptions: Properties that are technically impractical or where improvements would cost more than a set cap may be eligible for exemptions. This is looking likely to be set at £10,000 (lower than the £15,000 cost cap proposed in England and Wales).
  • To support landlords, the government is proposing a package of financial assistance, including low-interest loans and targeted grants. However, concerns remain about the cost and viability of upgrades, particularly for older tenement buildings and rural properties.
  • Local authorities will be responsible for monitoring and enforcing the new MEES regulations. Using data from the EPC register and PRS property lists to check compliance. Penalties for non-compliance could range from £600 to £3,000 depending on the breach.
